No matter what texture option you choose from the settings screen, the low resolution textures will always be used. As long as you have a fairly decent modern graphics card, there's a really simple way to fix this.and screenshots demonstrating just how much of a difference this fix really makes graphicallyI won't go into too much detail but most game engines use something called LOD (which stands for Level Of Detail), this put very simply means depending on how far away an object is, the lower the resolution of the textures are used. One thing that is not fixed by this and never will be is Garrus' face sadly. It will always be stuck in low LOD.

The devs explained due to the nature of how they baked the assets on the PC version, it would require a multi gig patch. From the WIKI:There is currently a bug on the PC version of Mass Effect where even on Ultra-High detail, Garrus' face is remarkably low textured. This is known by the developers of the game, who have said that a patch is not currently in the works and most likely never will be, since due to the way the game is made, it would require a multi-gigabyte patch to fix.1So unfortunately the only way to fix it is with a mod and TexMod.
